“That the GMAT teacher at crackverbal is good is known to all ”

here, “that the gmat teacher at cv is good” -> is is verb thats why it is a noun phrase? Am i right?

 

Also are noun phrases always singular?

 

sorry, i should not ask what-if but just for one clarification, if it had been

 

“that the  gmat teacherS at cv ARE good” then will

“Than the gmat teacherS at cv ARE good is known to all ” be correct?
