A, C –> eliminated because of ‘ compete aginst’
B–> eliminated because of ‘should’ ( doubt : is ‘should’ only used in moral suggestions ? Reference : Manhattan SC)
D –> if they are to be…. , Private companies have to need… : wrong construction

Compete against is redundant.. Compete itself means to stand against and hence we wouldn’t need an against there 🙂

Yes Sai.. we can expect compete with in Gmat, but not compete against. Compete with can be used when the intention is to survive against the odd not to sack out anyone :). Please confirm.
